SUBJECT: Grant Request for a O.C.P. Inc. "Aerial Cam 2100" and, "Thermal-Palm" Thermal Imaging Cameras to be utilized in support of Public Safety and for Local, State, and Federal Law Enforcement.

DEAR SIR, or MAMN,

On behalf of the Smithville Sheriff's and Police Department, I make the following respectful request for a Financial Grant in the amount of $200,000 to purchase two thermal imaging cameras.

*(Include in your request the purchase prices, installation of the airborne unit, initial and recurrency training of the operators.)

These cameras, one handheld and one airborne, will be utilized by our department in support of Public Safety, and to enforce local, state and federal laws within the State of Grace.

Attached to this request are several documents explaining the importance of our request. They include a concept paper entitled "Thermal Imaging by Law Enforcement", Case Laws in support of Thermal Imaging entitled "Thermal Imaging and the Fourth Amendment", Training Outlines, Standards and Protocols, data sheets, and other relevant documents.

If our grant request is approved, both thermal imaging cameras will be shared with departments in our immediate area, including the local drug task force, fire and rescue services, as well as the State and Federal Law Enforcement Agencies.

Only personnel certified in their use will operate the cameras. Peace Officer Standards and Training (P.O.S.T.) here in the State of Grace will be strictly adhered to and recurrency training will be obtained through one of the two national certification programs (L.E.T.A. and or D.E.A.). All local, state, and federal laws concerning the use of thermal imaging will be observed, as well as local and state policies and guidelines.

As requested, I will briefly outline the Law Enforcement issues to be addressed here in Smithville County/City once our request has been granted. Please refer to the attached documents for a detailed explanation of each Law Enforcement application.

1. SEARCH AND RESCUE: Thermal Imaging is a proven tool used by Public Safety Agencies nationwide.
2. FUGITIVE APPREHENSION: Again proven, Thermal Imaging is a distinct Public/Officer safety issue.
3. VEHICLE PURSUITS: Thermal Imaging provides a coordinated, airborne directed effort, which greatly enhances public safety.
4. FLIGHT SAFETY: Thermal Imaging, unlike 'Night Vision Goggles" provides flight crews with a better view of possible hazards, at low levels.
5. STRUCTURE PROFILES: Thermal Imaging is a court tested and proven method of passive, non-intrusive detection.
6. DISTURBED SURFACE SCENARIO: Thermal Imaging has proven to be a non-destructive method of discovering assets, buried bodies, and hidden compartments in vehicles.
7. AIR and MARINE SURVEILLANCE: The DEA and U.S. Customs have used Thermal Imaging for years to track boats and aircraft.
8. PERIMETER SURVEILLANCE: Thermal Imaging is utilized at Heathrow Airport in London and other high profile, high security installations worldwide to provide perimeter surveillance.
9. ENVIRONMENTAL LAW ENFORCEMENT: Thermal Imaging can and does detect chemical spills, toxic dumps, and clandestine drug lab indicators, and is widely used by the FBI for those purposes
10. GENERAL SURVEILLANCE: Thermal Imaging is used both in the inner cities, as well as rural areas to observe, in a passive, non intrusive manner, all matters of criminal activity.

In conclusion, Thermal Imaging is yet another tool, which will allow the Smithville Sheriff’s/Police Dept. to better serve our community. The technology is proven, court tested and approved, as well as passive and non-intrusive to our citizens. Should our grant request be approved the cameras will be shared with local, State, and Federal agencies in our regional area. "Certified Law Enforcement Thermographers" in accordance with a published set of Standards and Protocols will operate each of the cameras. All State and Federal Laws will be observed, and the policies of this department strictly adhered to. Recurrency training will be required, and should our grant request be approved we will assume all operational and maintenance costs.
