Commercial Equipment Direct Assistance Program
Technology to Support Emergency Responders

BACKGROUND
Emergency responder agencies will now be able to acquire specialized commercial equipment through a direct transfer program initiated by the Depart­ment of Homeland Security's (DHS) Office of State and Local Government Coordination and Prepared­ness (SLGCP). A Congressional mandate, the new DHS program will transfer technologies directly to smaller jurisdictions and eligible metropolitan areas. CEDAP will complement SLGCP grant pro­grams such as the State Homeland Security Grant Program (SHSGP) and the Urban Security Initiative (UASI) program.
The FY 2007 CEDAP complements the FEMA National Preparedness Directorate’s other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.

Deadlines:
The application period for CEDAP 2007 began at 0900EDT April 25, 2007, and will end at 2359EDT May 29, 2007.

The products available for CEDAP 2007 are available for review on the site (see Knowledge Links at right). It is highly recommended that applicants begin the registration process as early as possible.

Eligibility:
Eligible applicants include law enforcement agencies, fire, and other emergency responders who demonstrate that the equipment will be used to improve their ability and capacity to respond to a major critical incident or work with other first responders. Awardees must not have received equipment/funding under the Urban Areas Security Initiative or the Assistance to Firefighters Grants program for which the Award Date is October 1, 2005 or later. Awardees that have received grant assistance from
FEMA under FEMA’s Interoperable Communications Equipment (ICE) program are not eligible for interoperable communications equipment under CEDAP. Organizations must submit applications through the Responder Knowledge Base (RKB) website at www.rkb.mipt.org.
 
Description:
The FY 2007
CEDAP will provide equipment, equipment training, and equipment technical assistance valued at approximately $33.7 million to first responder organizations across the Nation. This competitive program is a direct assistance program, not a grant program, and FEMA will provide the equipment and technical assistance directly to the selected jurisdictions.
